    Every fare is recorded the instant it happens by a registered device, and the record only ever grows. Nobody can edit or delete a figure after the fact. Not the driver, not the cooperative, not Panta.

    Each report states on its face what it is and isn't: verified operational data, with its limits named plainly (for example: route adherence is not included).

    The 20% under RA 9994 / RA 10754 / RA 11314 is applied automatically after one-time verification, with concession ridership and the discount given reported, so the subsidy burden is auditable.
