For government authorities & regulators

Oversight as a login, not a request letter.

A CDA or LTFRB officer signs in with their own account and reads the cooperative's verified operational reports directly: ridership and fare collection by route and vehicle, operational summaries, and the signed audit trail behind every figure. No requests, no waiting, no spreadsheets typed by hand.

The first cooperative platform where oversight is a login, not a request letter.

  • Self-serve oversight

Sign in and read verified reports directly: monthly ridership and fare collection by route and vehicle with CSV export, an operational summary, and the signed audit trail.
  • Numbers that can't be quietly edited

Every fare is recorded the instant it happens by a registered device, and the record only ever grows. Nobody can edit or delete a figure after the fact. Not the driver, not the cooperative, not Panta.
  • Honest reports

Each report states on its face what it is and isn't: verified operational data, with its limits named plainly (for example: route adherence is not included).
  • Statutory discounts enforced and documented

The 20% under RA 9994 / RA 10754 / RA 11314 is applied automatically after one-time verification, with concession ridership and the discount given reported, so the subsidy burden is auditable.
  • Modernisation-aligned

Account-based ticketing and cooperative-level operations built for the PUVMP's consolidated form (DOTr DO 2017-011).
  • A clean regulatory perimeter

A closed-loop instrument under RA 9520, expressly outside the e-money rules (BSP Circular 1166 §1, cited), with the boundary enforced in code.
  • Access that can't overreach

A regulator account reads reports and does nothing else. It cannot enrol members, run services, or move money. That's built in, not a policy promise.
  • Data that stays home

Each country's deployment runs in its own isolated environment, each cooperative's data is walled off from every other's, and member personal data never leaves the country.

Authority questions, answered precisely

Panta is operating infrastructure for the cooperative economy, entering through public transport. It gives a cooperative a complete, verifiable fare system (member enrolment, fare collection on low-cost Android validators, automated settlement, and regulator-ready reporting) built on a cryptographically-signed, append-only ledger, so the operational record can be trusted by the cooperative, its federation, and its regulators alike.

See the evidence chain for yourself.

We'll walk your office through the running system (a live tap becoming a signed record, and the report computed from it) and set up a read-only portal account for evaluation.
